OVERVIEW

S&B is currently seeking a lead Subcontracts representative for projects involving high dollar or technically unique items, or critical product lines. Plans, schedules, coordinates and oversees the work of Subcontracts Administrators and clerical support personnel assigned to the project. This role must be fully competent in all conventional phases of subcontracting and be capable of planning and conducting tasks requiring independent judgment in the evaluation, selection, and substantial adaptation and modification of standard subcontracting techniques, procedures, and criteria. Independently performs a variety of assignments involving subcontracting duties and responsibilities for projects involving high dollar, technically unique items or critical product lines. This role has a direct impact upon cost containment, efficiency and the profitability of operations and may involve direct interface with clients.

SUPERVISORY RESPONSIBILITIES:

Generally, will direct the activities of assigned team and advise less experienced subcontracts personnel and administrative support personnel unless serving in a standalone role.

 

EDUCATION:

Normally requires a 4 year degree in Business Administration (or related curriculum). In lieu of a degree, 12-15 years of equivalent experience in construction related subcontracting activities is also acceptable.

 

QUALIFICATIONS AND EXPERIENCE:

Requires a minimum of 10 years of related subcontracts experience. The ability to type and proficiency in standard Microsoft Office products is required.

 

  • Strong knowledge of project subcontracting plans, procedures, and early planning documentation.
  • Ability to consult with engineering and construction teams to clarify scope and material requirements.
  • Experience in preparing and administering subcontract bid/inquiry packages.
  • Skilled in evaluating proposals and recommending subcontractors through commercial and technical bid processes.
  • Proficiency in negotiating change requests, claims, and back charges with subcontractors.
  • Familiarity with subcontract schedule commitments and client presentation participation.
  • Competence in reviewing and approving subcontract documents, including bid tabulations.
  • Ability to obtain cost information for estimating and manage subcontract documentation.
  • Knowledge of supplier qualification processes and maintaining supplier databases.
  • Strong oversight of Safety, Quality, Productivity, and Cost in subcontractor work.
  • Experience in managing daily functions of subcontract management personnel and mentoring junior staff.
  • Technical understanding of specifications and drawings for subcontracted scopes of work.
  • Proven ability to manage multiple subcontracts from initiation to closeout (“cradle to grave”).
  • Skilled in commercial engagement, including cost validation, progress tracking, and forecasting.
  • Ability to lead investigations on subcontractor changes (commercial and technical).
  • Experience conducting annual employee performance reviews.

 

TYPICAL DUTIES AND RESPONSIBILITIES:

  • Assist in the development of the Project Subcontracting Plan in Subcontracts.
  • Develop Project Subcontracting Plans and follows Project Subcontracts Procedures.
  • Develop Subcontract Early Planning Documents (with oversight if applicable).
  • Consult with engineering and construction management to clarify material and scope of work requirements.
  • Oversight in the preparation and administration of Subcontract bid/inquiry packages.
  • Discuss Subcontract Requisitions with subcontractors, review subcontractor's alternate suggestions, and make recommendations to project management with respect to cost reductions, better deliveries, and commercial terms.
  • Consult with subcontractors and project engineers regarding technical suitability of equipment and work methods.
  • Evaluates proposals and recommends Subcontractor for Award through commercial/technical bid process.
  • Make project subcontract schedule commitments.
  • Attends project client presentations.
  • Negotiates change requests, claim settlements and back charges with subcontractors through direct involvement and investigation (both technical and commercial).
  • Reviews and approves bid tabulation forms and other Subcontract documents through active involvement in the processes and procedures.
  • Obtain routine cost information for estimating purposes.
  • Enter and distribute subcontracts and other subcontract documents.
  • Solicit information from subcontractors regarding their capabilities and qualifications and ensure update of information in the supplier database.
  • Manages and oversees functions of Safety, Quality, Productivity and Cost associated with Subcontractor work.  
  • Manages and oversees daily functions of Project Subcontract Management personnel.  
  • Assists Subcontracts Administrators with Subcontract related matters. 
  • Manages the System Turnover processes as it relates to Subcontractors.
  • Additional duties as listed for all levels of Administrator and SC Coordinators.  
  • Mentor all subordinate levels of SC team staff.
  • Active engagement of all commercial aspects such as current values vs invoiced, validating progress and accurate forecasting, etc.
  • Technical understanding of specifications and drawings as they relate to assigned S&B general subcontracted scopes of work (knowing the work).
  • Management of multiple subcontracts (cradle to grave).
  • Active Engagement with Administrators and Coordinators for investigation (commercially and technically) when Subcontractor reports change, information, etc.
  • Conduct annual employee reviews.  

LANGUAGE AND COMMUNICATION SKILLS

 

The ability to read, analyze and interpret general business periodicals, professional journals, technical bulletins and government regulations are essential requirements for this role. The ability to write reports, business correspondence and procedure manuals will also be a regular requirement for this role. The ability to effectively deliver oral presentations and to respond to questions from groups of managers, engineers, clients and subcontractors will be a daily requirement for this role. Job success often hinges upon interpersonal communication and relationship development skills. Job tasks require frequent interchange and the successful completion of job tasks depends in large part upon effective interaction and communication with others.

 

MATHEMATICAL SKILLS

 

Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.

  

PHYSICAL DEMANDS

  

Occasionally, will participate in a field trip to job site and may be assigned to work at a job site for several months at a time. This requires the ability to stand, walk, reach, climb and balance. Lifting up to 25 pounds may be required. 

 

WORK ENVIRONMENT

 

Normally will work in an office environment, but occasionally will participate in a field trip to job site and may be assigned to work at a job site for several months at a time which may require exposure to outdoor weather conditions, loud noise, fumes, and airborne particles.
